My take is: No, they don’t risk penalties.
The relationship Trump has with Oracle (and, apparently, Akamai) is very different from the one with Apple and Google. He is pals with Larry (co-founder of Oracle), he already tried an approach to buy TikTok via Oracle last term.
Yesterday Trump declared he is expecting Oracle and Tesla to make an offer to buy TikTok US, so no, there will not be repercussions even if this new approach is failing. On the contrary, they are going to be praised and get more deals with US Government.
This is how it’ll work, from now on.
